date2str does not fail with incorrect timezone, it returns result as GMT instead

      Description

      The date2str function does not fail when it has incorrect timezone parameter either the documentation should be updated that it ignores misformated date strings and returns UTC date or we should fail the conversion

      Here is attached graph demonstrating the behavior. it was manifesting itself on 5.3.0.17.
