OK on release-5-8-1 #2.
The "Failures since" column has been removed. The column "Failing since" is still present and the layout looks as expected when the row is both expanded and collapsed. Tested on Chrome, Firefox and Edge.

Failing since column in server UI is confusing and doesn't work as expected. In order to fix it:
remove Failures since column from UI
do not change API. Return total number of failures (the number of failures shown in Schedules, Data Services and Event Listeners modules)

FileEventListener, failing every 10 seconds - CLO-19911
Count of failures remains the same (1 after the restart, actual count of failures when a monitor is created).
